The Chapel Hill-Carrboro City Schools Instructional Services Division provides services in three major areas: Curriculum and Instruction, Exceptional Children and Student Services, and Testing and Program Evaluation.
The Curriculum and Instruction staff includes instructional specialists for each of the content areas: English/Language Arts, Social Studies, Math and Science, Arts Education, World Languages, Healthful Living, Physical Education, and Career and Technical Education. These staff members help translate national and state standards into district curriculum, as well as demonstrate best instructional practices for teachers within their respective content areas. The directors for elementary, middle, and high school programs coordinate the programs related to their respective grade levels. In addition, the ISD staff plan professional development that aligns with district improvement goals, best instructional practices and the Standard Course of Study to support the continued learning and improvement of teachers and administrators.

The Exceptional Children and Student Services (ECSS) staff provides programming for students. This area includes the district's Pre-K and Headstart programs, Coordinated Health Services, Pre-School Disabilities Services, Gifted Education, AVID, and English-as-a-Second Language services. ECSS staff address virtually every special learning need a student may have, from health conditions that may require attention during the school day to learning disabilities, from high school students falling behind their peers and needing credit recovery to students who are academically gifted and from students who are new to our country and just acquiring English to students who are seeking extra support to ensure that their dream of attending college becomes a reality.
The Testing and Program Evaluation Department handles the testing logistics and training for staff members. It also generates numerous reports following testing windows to apprise the Board, parents, teachers and other community members about the testing outcomes. In addition, the Testing and Program Evaluation Department coordinates various research questions, including questions about program effectiveness to ensure continuous monitoring and improvement.
